Conflicto de competencia suscitado entre el Juzgado Cincuenta y Uno Civil Municipal de Bogotá y el Juzgado Municipal de Pequeñas Causas Laborales de Santa Marta.
Teniendo en cuenta que las dos autoridades involucradas en la controversia son competentes para resolver la acción de tutela formulada, la Corte acude al concepto de competencia a prevención para zanjar la discusión.
En consecuencia, decide enviar el expediente al despacho judicial a quien primero se le asignó el conocimiento del asunto, esto es al Juzgado Cincuenta y Uno Civil Municipal de Bogotá, para que sin más dilaciones le imparta el trámite de primera instancia y profiera la decisión de fondo que corresponda.

- PRIMERO. DEJAR SIN EFECTOS el auto del 4 de mayo de 2017 por medio del cual el Juzgado Cincuenta y Uno Civil Municipal de Bogotá, se abstuvo de conocer la acción de tutela promovida por la ciudadana Doris Liliana Barrera Barrera en contra de la Secretaría de Tránsito y Transporte de Santa Marta.
- SEGUNDO. Por Secretaría General de la Corte Constitucional, REMÍTASE al Juzgado Cincuenta y Uno Civil Municipal de Bogotá, la acción de tutela contenida en el expediente ICC-3014, a fin de que, sin más dilaciones, imparta el trámite de primera instancia y profiera decisión de fondo respecto del amparo solicitado.
- TERCERO. Por Secretaría General de esta Corte, COMUNÍQUESE la decisión adoptada en esta providencia a las partes y al Juzgado Municipal de Pequeñas Causas Laborales de Santa Marta.
